St. Paul man fatally shot 21-year-old outside North End convenience store, charges say

A 28-year-old St. Paul man who police say fatally shot a man outside the Maryland Supermarket in St. Paul last week has been charged with murder.

Police arrived at the scene at 12:05 p.m. last Friday and found people holding a sweatshirt to Marquez Perry-Banks’ chest.

Bullet casings were scattered around his vehicle.

Despite resuscitation efforts, the 21-year-old died at the scene.

Lavelle Darvon Brown was charged with his murder in Ramsey County District Court on Monday.

Brown was arrested after video captured on the convenience store’s security system showed a man matching Brown’s description get out of a Jeep Commander and shoot at Perry-Banks, according to the charges.

The vehicle had damage to its front passenger side.

An investigation revealed Brown owns a 2006 Jeep Commander with damage to the front passenger panel, the complaint said.

A man officers later observed driving Brown’s vehicle told police Brown called him that afternoon and asked him to pick up his Jeep parked near Dale Street and Iglehart Avenue.

The man said Brown told him he went to the store that day and “(expletive)-up” after someone flashed a gun at him, prompting a shootout between them, legal documents say.

During an interview with officers, Brown admitted that he was in a Jeep Commander that day but wouldn’t say if the vehicle shown in the convenience store’s surveillance video was his, according to the complaint.

He eventually asked for a lawyer.

A medical examiner determined Perry-Banks died from multiple gunshot wounds.

Brown has four prior felonies on his record, including three convictions for domestic assault and one for unlawfully possessing a firearm and committing a crime of violence, court records say.

He was expected to make his first court appearances on the murder charges, which include two counts of second-degree intentional murder, Monday afternoon.

No attorney was listed for him in court records.
