19-year-old charged with murder, accused of shooting of 21-year-old in St. Paul

As people played a dice game in St. Paul, a man approached, pointed a gun at them and demanded money. He then shot and killed a 21-year-old, according to a murder charge filed Wednesday.

The Ramsey County attorney’s office accused Malik Dontarius Turner, 19, of second-degree murder without intent while committing a felony in the death of Devon L. Goode. Police arrested Turner Monday.

The previous day, at 4:30 p.m., officers responded to a report of shots fired on Sixth Street, near Etna Street, just down the road from Harding High School.

Officers found Goode, whose first name is spelled Devan in some records, with an apparent gunshot wound to his chest. He was pronounced dead at the scene.

Witnesses to the shooting told officers that they were playing a dice game when a sedan pulled up next to them on the street.

Turner climbed out of the car and pointed a handgun at the group, demanding they turn over the money from the game, charges say.

Then he pistol-whipped Goode and shot him, according to legal documents.

The group scattered as Turner grabbed items on and near Goode, the complaint said.

He was arrested after he was seen in a Facebook live video where a voice is overheard saying “real (expletive) shooters, man,” authorities say.

Turner is allegedly seen in the footage displaying and talking about $2 bills, which witnesses of the shooting said were among the money collected in the dice game, according to charges.

Turner was also reportedly identified by witnesses and surveillance video captured of the shooting matched his description.

He was taken into custody around 11:45 a.m. Monday at his mother’s house in St. Paul with some $300 on him, including three $2 bills, authorities say.

He also allegedly had a suitcase packed with clothing inside.

In an interview with officers, Turner said he been smoking a lot of marijuana and using Xanax and had no memory of posting a Facebook Live video the day of the shooting, according to the complaint.

He also denied being involved in a robbery or shooting.

The shooting took place less than two years after Turner was charged as a juvenile for his involvement in a first-degree aggravated robbery.

In the Dec. 5, 2016 incident, Turner approached a man waiting for a bus in St. Paul and asked him for change.

After the man told him he only had a $50 and $10 bill on him, and no smaller bills to offer, Turner pulled out a gun and told him to hand over what he had, court records say.

As he was fleeing the scene, Turner threatened the victim, saying, “If you want to get shot, come out here to get your money,” according to the juvenile petition filed in the case.

Turner was still under extended juvenile court jurisdiction for the crime when the Aug. 12 shooting took place, authorities say.

No attorney was listed for Turner in court records and his family could not be immediately reached for comment about the allegations.
